Project to Clip Toggling

Is there a way to stop the Project to Clip toggling that occurs when the time line position indicator is jumped ahead using a point/click of the mouse?

For instance, I stop editing/play back while in the project mode. Then I want to move to another point on the time line. Rather than dragging the position line pointer there, I point the mouse at the desired location on the time line then click. If the point/click happens to be in a different Clip, the Project mode changes to Clip mode on its own.

Since I don't really understand what's going on here, I'm not sure that this is being explained correctly. Regardless, I'm using VS 11.5 Plus.
