No, I don't use Win7, however I read where you are able to transfer using WinDV. Now since it is splitting your clips where you do not want, then you need to change the settings in the Discontinuity Threshold. Go to the website for WinDV, scroll down to the image, and mouse over it. Set the Discontinuity Threshold to zero to disable it. Now by pressing the Capture button will start and pause/stop the capture. Setting it to a low level and if you have consecutive time stamps on your DV video, the program will use the time stamps to create new video files for each one. Personally I disable this, and just capture all that I need, then do the cutting in my editing program.
