DVD File bitrates in X3

Is anyone getting really weird bitrates on the DVD files they make with X3? I had it set to 4000kbps VBR and on one video it went to 9000kbps+ and then on the next one it was at 1400kbps. Tried multiple times with each video (both encoded correctly with the anticipated bitrate in X2). Two video encodes with X3, and both were way off the bitrate in 2 different directions. Funky.
SOFTWARE: VSP X2, Premiere CS4, Xvid4PSP, megui, WMV encoder.

HARDWARE: Canon VIXIA HF11, Sony VX2100, Panasonic HDC-SD7
