If you want to put a title with a plain colour background just drag and drop a color block from the color library down into the timeline in front of your video ( the video will automatically move to make room for it) then create your text over the top of that, alternativelt use a still image or even a video behing your text.
If you have some pre-made titles then just drag and drop them into the front end of the timeline, Incidentaly - while doing that your masterpiece will look much more proffessional if you start your video with a short length of black (10 - 20 seconds) before the title and then fade your title in from the black rather than having the title suddenly onscreen when you play the DVD.
Perhaps if you were a bit more specific about what you were really trying to do we could give more info, - what did you try that didn't work - have a look at the "Create a Title" page on my website.

BrianCee's suggestion works great and is very simple to incorporate in a VS project. I've added a little splash to this method. VS8 comes with a short video of an orange theater curtain opening up (there is also the same vid with the theater curtain closing too). The curtain pulls up from a closed position. I place this short vid in the timeline then add a .jpeg or color background to the overlay track. Next I add my desired text with style to the overlay. All it takes is a little tweeking of the timing and the artful use of the fade-in transition between the theater vid and the overlay but what you get is a real cool looking theater curtain being raised to your title.
