X3 trial won't install-"this installation is forbidden

X3 trial won't install-"this installation is forbidden
I'm trying to install the trial of X3 and it unpacks, and then it allows me to accept the terms, and choose what I want installed (the flash, updates). I click next and it seems like it's gonna start and then it says this and stops: "this installation is forbidden by system policy. contact your system administrator". Yes I am logged on as an administrator.
I tried this and it didn't help:
1. Click Start on the Windows taskbar, and then click Run.
2. On the Run window, type gpedit.msc, and then click OK.
3. On the Group Policy window, navigate to Local Computer Policy, then Computer Configuration, then Administrative Templates, then Windows Components, and then Windows Installer.
4. Double-click Prohibit non-administrators from applying vendor signed updates.
5. Click Disabled, and then click OK.
I also tried this and it didn't help either:
1. Click Start -> Control Panel
2. Open Administrative Tools
3. Open Local Security Settings
4. Click Software Restriction Policies
5. If no software restrictions are defined, right click the Software Restriction Policies node and select New Software Restriction Policy
6. Double click Enforcement
7. Select "All users except local administrators"
8. Click OK
9. Reboot the machine

You might get criticised for duplicating this problem but i can understand your frustration. I have trolled the internet for an answer to this and think it is more Windows problem than a Corel one. I might be wrong, of course, I often am but perhaps Steve Jones might get to see this thread. It looks like one of those problems that he seems to relish. Perhaps he will take up the challenge

Have just had another thought. Sometime ago I was trying to install another Corel project and that clashed with an Adobe product. I see you have Premier Pro installed !

I didn't think of this as duplicating since my post about it was buried inside another thread that didn't have anything to do with installing. Hope the mods see it my way! 
It's definitely a windows problem, but this installer is the only program to pull up that error message. That's why I wanted to start a new thread about it to see if anyone else was running into the same problem with this installer (since I've installed lots of software on this machine and have never run into this before).
I kept the installer folder (it gets deleted after you are forced to end the install, so I copied it) and there's tons of files in there including a setup.xml I was thinking there might be some type of 'check this' line in there I can "turnoff", but I can't make heads or tails of the things it's pointing to.

Yeah, I don't even know if that is used or would do anything, but since 12 hours on google wasn't a help I started getting crazy - thinking WAY outside the box. Sigh. If X2 would just work I wouldn't have to do that.

Hmmmm I am a bit concerned you might have messed something up trying to fix something.
Please try this
1. Remove the program using Windows Control Panel.
2. Make a backup of your registry.
3. Download and install subinacl.exe.
4. Create a file called reset.cmd with Notepad. Copy the text below into the file reset.cmd and run reset.cmd with administrative rights (it may take a LONG time):
cd /d "%ProgramFiles%\Windows Resource Kits\Tools"
subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f /grant=system=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f /grant=system=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f /grant=system=f
subinacl /subdirectories %SystemDrive% /grant=administrators=f /grant=system=f
subinacl /subdirectories %windir%*.* /grant=administrators=f /grant=system=f
secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose
5. Try and install the program again.

sjj1805 - Just wanted to clear a couple of things up. First, X3 never gets to the install point so there's nothing to uninstall. 2nd, I didn't do anything with that file from the X3 installer other then look at it.
Having said that, I too am a bit concerned I might have messed something up trying to fix something since I'm seeing this error. I looked up that program you're telling me to install and it looks like it's trying to fix my permissions. I'll install it and run that script after I backup my registry and create a restore point. I'll report back on my progress.

Nope - Norton is awful and bloated. Haven't used that since early 2000's. Avira is the champ nowadays in virus protection. I tried it with both Spybot search and destroy and Avira turned off to no avail.
I'm not sure if I'll have time tonight since that stupid installer takes 10 minutes to unpack each time, but I'm going to temp share my C drive and try and install it off the another computer over the network, but I really doubt that's gonna help.
At this point it's like when you loose your keys and start looking in crazy places like the refrigerator.

Firstly check this thread (I was spurned to write that one based upon your problem here!)
Install and Activate VSX3 TBYB
If you are doing everything correctly then try doing the following:
On the [Start] Menu - [Run] type into the box
MSCONFIG.EXE
now untick Load System Services
untick Load Startup Items
Make sure that use original boot configuration IS ticked.
Restart the computer and try and install the software again.
When you have finished you need to return the computer back to its normal state by reversing the above changes made to MSCONFIG
