I had this 30 min video that I trimmed to several pieces and made a 10 min video from it, with no transitions, plain cuts, output to the same format as the original video 1920 x 1080i h.264 16800 kbps, (also converted to the blu-ray preset),used smart-render option, the output video looks 99% as the original, there were no major blips, minor ones, anyway, it was good enough, but when I tried to load it to another free program to convert from 1080 to 720p the program crashed, tried 3 different coneverters and neither worked (and they always work).
I tried using the preset for youtube hd, but it gave horrible quality.
Tried making it avchd file 1440x1080 (as it can't output 1280x720) with the same bitrate I use for youtube HD, 4000 or 4500 but gave me horrible quality as well, and the other free software gives me a fine quality video. is it the codecs VSX3 uses? Can I use codecs from the other program?

I have a program called ffdshow installed, that is required for other software, does it make a difference if I select for h2.64/AVC: livavcodec, ffmpeg-mt, or disabled

Looks like your problem is with the other software, not VS. Suggest you look to see if there is a Forum covering the third party software that you are using. So far as VSx3 is concerned I have just produced an MP4 video file via the You Tube option and the quality is excellent. In fact you can see it here:

Share > Create Video File > HDV > HDV 720 for PC > Save. That gives the following properties:
F/r 1280 x 720
Data Rate 18300kbps
