Make sure to select the picture layer you want to use the clone brush on after you added the vector text.
Here's what I think is happening.
You're creating the text but that vector layer is still selected, remember the tools work on the selected layer only, so before you can clone onto the vector layer you need the vector layer to be a raster and it tells you this. You convert to a raster and you use the clone brush, but you're using the clone brush on a transparent layer so you're cloning transparent pixels over transparent pixels.
Just make sure the picture layer is selected before using the clone brush.

Wow...it's been a while since I used PSPX but I think the layout is almost exactly the same.
First make sure your Layers Palette is visible. It should say "Layers" in it's title bar. This is where you will control all of the layers in your image.
If you can't find it go to your menu and select View->Palettes->Layers.
If it already has a checkbox next to it then the layer's palette is already opened.
Find the layer with a thumbnail of your image inside it. That's your picture's layer. Select this layer with the mouse. The highlighted layer will always be the active layer.

It's not a "show layers" option. It's a sub-menu inside the view menu called Palettes. In there you should see an option for "Layers" which will display the layers palette. The palette is where we visually arrange, create, and deal with the various layers in the picture.
There should be an option called "Palettes" in the view menu. In that menu there should be an option to show the Layers Palette.
If you still can't find it there should be a "Palettes" button on the main options bar near the top where you can also turn on the palettes.
Here's a screen shot of what I'm talking about.

As you can see here you can click the Palettes button (this option should also be in the View menu I have highlighted) or you can press F8. You should then see a dialog like the one here.

Except it will have thumbnails and names for each layer.
