No that is not PhotoImpact. It is the most recent version of PaintShop Pro Photo, entirely different than PhotoImpact.

PhotoImpact is an EOL (end of line) program. The last version being PI X3 unless you're in the UK, which their last version was PI 12. PhotoImpact was a product of Ulead.

PSP (PaintShop Pro Photo) is however currently being developed, and supported. It originated from Jasc.

As far as I'm aware there's no such version as XL3. Ulead did produce a version called PhotoImpact XL, however that is an old version. The latest version for US/Canada Customers was PhotoImpact X3 (13). It would appear that will be the absolute last version, and that Corel is dropping it into the dustbin, with all the other Ulead programs already discontinued.

So yes you will need to look at other options, one being Paintshop Pro Photo. I'm not sure where you're located, but I've received an email about a limited time sale for various Corel products. Visit their store to check out what sales they are running.

Adding to the above I would also avoid the version your link points to
Corel® PaintShop Photo™ Express 2010

The Express version(s) are VERY basic.
Corel are doing a good deal at the moment on
Paint Shop Pro Photo X2 Ultimate

IMO PI X3 for 20USD is much better offer.
