Duplicate Layer?

Duplicate Layer?
I am an occasional user of PI12. I have bought a plug-in called Topaz ReMask, when I open it to extract an object from a photo (.jpg) it tells me it needs a 'Duplicate Layer' I have been through all the options but nowhere can I find a way to create a 'Duplicate Layer'. Am I being dense?

Thank you for your help, unfortunately although I can now create a duplicate layer, the plug-in Topaz ReMask still gives the same answer: 'Background layers cannot be used, please create a duplicate layer' It works in Photoshop Elements but not in PI12.
