The introduction to the User Guide says that changes to one track do not affect other tracks.
This is often desirable. However, the consequence is that if you insert a new clip into the middle of the timeline, you have to adjust all your titles so they are sycronized with the appropriate clip.
It would be awfully nice to be able to be able to lock a title to the clip it belongs to so that you don't have to spend hours resyncronizing all your titles after inserting a new clip in the middle of a project.
Is there a work around anyone knows about?

You don't say what version you are using, but the past several have a feature called Ripple Editing. Click the "?" in the top right corner of VS and search for it for an explanation.
