When you refer to the library, do you mean the video library, which only holds video and image files? Or do you mean the Audio Library window, which obviously only holds audio files, including .wav files? That window should open when you click the Audio tab, and the icons should be black and white speaker symbols with a musical double note over it. If I right click in that window and select Insert Audio, then navigate to the file I want to include, it then appears as a new icon in that library window.
As to your specific question, you can create a .wav file from a video file by putting the latter in the timeline, then choosing Share > Create Sound File. You specify .wav as the output format, give it a name and specify where it is to be stored. Then click Save. The new file is created in the designated folder, but importantly, a new icon with the name you gave the file, appears in the Audio library window.
