Have I got this correctly.
Capture/Import clips to anywhere, drag+ drop at will from folder to folder,
rename before importing into VS and relinking will not arise.
Import into a library and then change the file location or name and relinking will be required.
Import into the timeline and change file location or name and relinking will not be required.....................................Ken

The library is very much like the Windows Desktop. Each icon is a link to a program etc. If you rest your curser over any icon it will display a window with the path to the program or whatever else you have the icon for. If you then move the program to another location then naturally the icon will not/cannot link to it. The same goes for the library in VS. Each thumbnail in the library is just a link to the image or video clip in the loction where you saved it.
This makes storing all your clips, images, sounds files etc in one folder worth while. If you do need to move the folder then you will only have to relink one file in that folder, all the other files will automatically relink. So by having, clips, images etc in all different locations you make a lot of work for yourself.
In VS x2 Pro you have smart package which does the saving all files to one location for you but I don't know if Smart Package is in all versions of VS

I can't remember which version of VS you use but with VS x2 Pro if you have your project clips in one folder and move that folder then if you relink one of the files in that folder then all the others rlink automatically. Well I'm sure that happened last time I did it. Will have another go to make sure.

Have just produced a short project and when all the files are in the same folder, by relinking just one all the others were relinked 
Edit. Just re-read the post. Of course, relinking each file will be required if the file is renamed. I just missed that bit as I cannot imagine why changing a file name would be required after starting a project. What's the point? Changing location maybe but file name!!!!!!!!!!!!!!

I have VS 10, the re-link seems to work the same for all versions, well mostly.
Yes you have that correct, if you re-link then all files within that folder will be re-linked.
Obviously the files have to contain the same name, as you say re-naming the files after using them will cause loads of trouble.
If you have separate folders for video, audio, images etc--then you may find that the second re-link may only link one file, save the project and re-open project, this causes a new re-link and will link all in folder again.
I think of it as an Auto re-link, pops up when you open a project.
Manual re-link, when you click a clip finding that VS cannot find it.
You can also re-link from Avi to Mpeg, or visa versa, the target file has to be longer or same length.
For images bmp to Jpg, can be re-linked.

In the past I have moved loads of files and projects from UK to Brazil, you soon learn where to save your files for ease of re-linking.
