Because it is not optimized for speed

It's like 10 times more expensive.

What size are your documents? What operations?

Thank you for completing your Image However.....
You missed the important one (for this particular issue) - how much RAM you have.

A3 is very huge and would need lots of memory, you would perhaps be better working with sizes that large one or two at a time.

Thank you.
Different makes of software behave and act differently. I know that using Photoshop I can open hundreds of pictures at once and working on one of those pictures is the same as working on it if only that one picture had been opened.

Photoimpact seems to handle memory differently, there comes a point where the system simply runs out of memory and the program seizes up.
You can test this for yourself by giving the computer the 3 finger salute
[Ctrl]-[alt]-Del] keys together and starting Windows Task manager. Select the [Performance] Tab and note how much memory is being used.

Now start up PhotoImpact, find a directory on your computer with lots of pictures and try and open them all at once. Keep your eye on the Task Manager and you will see the amount of memory being used gradually rise. Try and open too many and the program will run out of steam.

A3 is twice the size of A4.
A3 is 297mm ¡Ñ 420mm or if you prefer 11.7 ¡Ñ 16.5 inches.
Dependant upon how many DPI you have this equates to

3510 x 4950 pixels at 300 DPI
1124 x 1584 pixels at 96 DPI
843 x 1188 pixels at 72 DPI
