Look in File>Preferences>General Program Preferences, and from the left pane select Organizer. Then open the Excluded Items, File Format Exclusions, and check to make sure that there are not any formats excluded, that you want to see.
Also have you allowed PSP to complete cataloging?

To complete cataloguing you need to leave PSP running (in the background will do while you use the computer for other matters) so that it can search your hard drives and create its catalogue.
Dependant upon the size of your hard drive this could range from a few minutes (small hard drive - perhaps 20GB) to several hours (large hard drive - perhaps 1TB)

Could you answer my other point - are you only having problems with these specific JPGs - can you view other JPGs that are elsewhere on your computer?
Are they standard JPGs and not one of the "other formats" like JPEG 2000
Wikipedia Definition of JPG
Further explanation of JPG formats
Could you open a few of the images in Paint shop Pro and then use Save As
select a new location to save the images and make sure that you select the JPG format. Then check to see if they appear in your library.
