Softening the edges of a photo

Softening the edges of a photo
I am using the Paintshop Pro to touch up my photos. Is there a way that I can soften the edges of my photo and not the whole picture? I am still learning this stuff. Alot to learn.

Duplicate your layer.
Make a new mask layer (hide all)
Select all
Selection>Modify>Select your selection border >inside (amount you want to blur from outside edges)
Feather to get gradual fade to sharp picture (start with 8 or 10)
Fill selection with white.
Make duplicate layer active and apply blur (You can play with the blur settings but I find it easier to use a strong blur then adjust the layer opacity to get the effect I want.)
Merge layers when you are satisfied.
STRONGLY advise not working on the original file so you can go back to the original later for adjustments or different effects.
