Video Editor How To Insert Pause Delays?

My Version: Video Studio 11.5.0157.1 Plus. Background: My Track 1 contains an AVI file which was created by scanning very old 8mm film from my Dad's home movies. My Track 2 Overlay contains a MPG file created with my camcorder while relatives were watching Track 1 and making comments. During that process, I had to pause Track 1 many times to allow time for the discussions. I now am trying to find a way to insert pauses in Track 1 with a specified duration time, so that I can synchronize Track 1 with the Overlay Track 2. The desired way to do this would be to click a specific time in Track 1 on the Timeline and just insert a "freeze" delay time, but I don't see a simple way to do that.
I have tried making a still image at the insertion point of Track 1 where I want to pause, then inserting it at that same point, and setting a duration. This sort of worked for the first two inserts. But, for the third still, the editor won't allow me to insert the still image even close to the exact time I need it. Instead, while holding down the left mouse key during placement and moving back and forth along the Track 1 Timeline, I have discovered it will only allow me to insert it at roughly 30 sec intervals centered around my desired insertion time (+/- 15 secs?).
My questions are:
1. Is there an easier (and faster) way to accomplish a pause in Track 1?
2. Why is the Editor restricting me where I can insert a still image? Is this a software bug? Does the MPG versus AVI frame timing have anything to do with that? Am I missing a step before inserting the still? Would it work as expected if I only have Track 1 (remove Track 2)?
Any suggestions are welcome.
