I go File--Effects-Rotating Mirror-Rotating Morror box.
Have an image with person A and person B standing next to each other.
I want person A alongside a mirrored person A then another image with
person B alongside person B.
How do I use the controls to acheive this please

It should be really easy if neither of the two people in the photo actually overlap the middle of the the image.
In that case:
Open the Rotating Mirror tool.
Select "Default" from the "Settings" dropdown. That immediately gets you the person on the right copied and mirrored over the person on the left.
Save a copy or copy'n'paste it into a new image. Then load your original image back up again.
Open Rotating Mirror again. Now just put "180" into the Rotation Angle box. That'll get you the original left-hand person copied and mirrored over the right side of the image. Save/copy and you're done.
If one of the people does overlap the center then you'll need to put a number into the "Horizontal Offset" box. The easiest way to think of this is: the number should be the percentage width of the image devoted to the person on the left in the original image.
The "Edge Mode" choices only come into play when the "Horizontal Offset" is not "0". PSP needs to know how to fill in the leftover space if the "mirror" isn't right down the middle you see. Have a play 'round with the four choices with "Preview" turned on - they're fairly straightforward.
