Adobe Premiere Pro is a video editing program that is fairly expensive. It is aimed at the Professional/Prosumer range

Ulead DVD Movie Factory is a consumer level DVD authoring program with minor editing capabilities.

A better comparison to ask for is:

Professional/Prosumer DVD authoring - Ulead DVD Workshop and Adobe Encore

Professional/Prosumer video editing - Ulead Media Studio Pro 7 and Adobe Premiere Pro

Consumer video editing - Ulead Video Studio 8 and Adobe Premiere Elements

Consumer DVD authoring - Ulead DVD Movie Factory and Adobe Premiere Elements

What do you want to do?

I use Adobe Premiere 6.5 to edit my videos, and then I export them as .AVI files for use in creating my dvd's in MF2/MF3. I must say that the compression quality must be pretty good, because I can never seem to get more than 65 mins of video onto one DVD. The results look great, though. :D
