After I have saved my project and then go to the next step to create a video file which do I choose to get the best quality dvd?
DVD>NTSC DVD (4:3) or NTSC DVD(4:3,Dolby Digital 5.1) or DVD>NTSC MPEG2 (720x480, 29.97 fps) or Same as project settings?

Depending on how long your production is, may play a role in using the NTSC DVD or NTSC DVD 5.1 dolby. The first uses LPCM or PCM audio which is basically uncompressed audio providing the best quality, while Dolby is a compressed audio format, yet preserving high-quality.
Is your source video files DV (avi), MPEG-2, or some other? If DV, then we can rule out Same as First Video Clip, or Project settings if they were set to match that of the video clips, since DVD must use MPEG-2 video files.
The video bitrate of 6000 - 8000 will provide about the best quality video, again this also depends on the source files. While DVD specs allow a total (combined video and audio) bitrate of 10000, some DVD players have problems playing video bitrates above 8000..
