How to put title in front of project instead of over it?

When I put a title in it's always on top of the video. I would like to put a title in front of the first video and then transition into the video.

Drag a color clip to the main video track, adjust the duration to suit. Clips in the main video track automatically slide to the left to close any gaps. Now place your title in one of the title tracks.

Should I not put the video in the overlay track? This lets me move the video over, after the title.

You can also do it that way. Clips in the main track automatically slide to the left. Clips in the overlay do not.

When I do that the title plays on top of the video and not before. If I drag the video over to the end of the title, the video does not start at the beginning.

If you want to do what I think you want to do then place your title over the left hand black clip and adjust the duration of the black clip to suit your requirements.
