Add Motion Blur to Video.

Well, I made a video for YouTube of my first car. Only problem, I show my license plate two times at the beginning of the video. I was wondering if anyone knew of a tutorial or can help. I want to have the blur cover my plate. But I'm moving the camera around some, so I want to make sure the plate gets blurred. Thanks in advance.
