Coloring White Picture Frames

Okay, so I am adding a picture frame....such as "Edge Brush" to my photo. I could select white with the magic lasso tool and fill the picture frame with a color.... that works.... so, so..... is there a better way to color the white picture frames such as "Edge Brush?"

How about the Color Changer, found on the flyout with the Flood Fill tool...
