VS8: Limited MP3 Data Rates in AVI Mode

I have VisualStudio 8 (I also have VS 7 SE installed previously). I want to set project preferencies to AVI and use MPEG Layer-3 for the audio. However, when I select 'MPEG Layer-3', the highest rate is '56k 24,000hz stereo'. Surely it should be possible to select something like '128k 48,000hz stereo' or higher ?

I want to use VS8 to encode DivX movies, but I need MP3 audio for this.
