Unable To Load Library???

I'v created my first video project, and I wanted to render it
as a DV-AVI file...
So, I went to SHARE, then to CREATE VIDEO FILE, and selected DV...
Tried it three times, and each time when the progress meter came
to exactly 51%, I got the message:
"Unable To Load Library" With the numbers [19151:3:3}
The only option was to click OK, and VS canceled the render..
The I tried the YouTube Upload... Chose "CREATE .flv FILE"
VS began to render the file, then, exactly at 51%, crashed,
froze and stopped.... No message, no nothing...
I had to reboot my computer... I tried this one twice with the
same results...
Any ideas on what is wrong here?

Using VS x2
AVI (DV) NTSC drop frame (29.97)
Microsoft AVI files 24 bits, 720 x 480, 4:3, 29.97 fps Lower Field First
DV Video Encoder - type 1
DV Audio - NTSC, 48.000 kHz, 16 bit, Stereo
