How to adjust Audio to sync with video?

I thought that I remembered reading this somewhere on the forum, but now that I need the info, I can not find it.
I have an mpeg video file which has the audio out of sync with the video. I think that all I need to do is somehow advance the audio about 200 milliseconds to get it back in sync. Is there a method to do this in videostudio? I assume that someone here has already gone down this path.
I have both 11.5 and X2 Pro. Mpeg (mpeg2) file is approx 59 minutes long.

Yes, you click on the audio track and move it. I'd say about 200 milliseconds or so.
Seriously, do you want to give us some details of your clips, where they are from, the properties of your project, and your workflow? Out of sync audio should not be happening.

The video is OOS NOT becasue of videostudio. It is a TV recording and the broadcast was transmitted OOS. I am attempting to use videostudio to adjust the synchronization. The transmission was captured with a Panasonic DMR-EZ47V which has always been, and continues to be, rock solid for this application. I just do minor editing, and then author. I have not yet edited the clip at all; thought it best to sync the audio first.
File specs:
NTSC
MPEG files
24 bits, 720 x 480, 29.97 fps
Upper Field First
(DVD-NTSC), 4:3
Video data rate: Variable (Max. 8000 kbps)
Audio data rate: 224 kbps
MPEG audio layer 2, 48 KHz, Stereo

If it was broadcast OOS then I think your only solution is to split the audio and move it until it is synched up.

Thanks for your replies!
I have split the audio, and have been able to advance the audio track.
In doing so I discovered that the audio is already ahead of the video (go figure!?!). Anyway, I can not seem to move the audio track backward (I'm sure that is the wrong terminology). At any rate I need to advance the video ahead relative to the audio track, but I have not been able to figure out how this is to be accomplished.
Any suggestions? Or is this not possible?

1. insert a black colour clip.
2. Insert the OOS Video clip.
3. Split the audio from the video.
This now gives you room to manoeuvre and you can shift the audio left or right as required until you are able to synch the audio correctly.
