There is probably some slight corruption in your MPEG-2 file. I'm assuming that it plays all the way through with Windows Media Player? If you can't play it all the way through, maybe you've got major corruption!
Is there any posibility you can re-capture to AVI/DV format? (AVI/DV is the most trouble free format.) Judging from the file/folder name, I'd guess that you cannot re-capture. (You may not have "captured" the video, but downloaded, copied, or "ripped" it from a DVD.)
Here are a couple of programs that have "MPEG Repair" tools:

Womble ($35 - $50 USD)
Both offer free trials. If these repair tools work with your files, the file will (usually) be repaired without affecting quality.
Sometimes, you can fix an MPEG by simply re-encoding, with a 3rd-party program such as
SUPER (FREE!!!). SUPER is kind-of a screwy program, and there are lots of options, but you can select "MPEG II" as the output format and keep all of the same settings, except maybe change the bitrate slightly. (I think SUPER sets the
average (or constant) bitrate, rather than the maximum, so you'll probably end-up changing the bitrate no matter what.)
When you re-encode MPEG, you theoretically loose some video quality. But, sometimes you don't have a choice, and at a high-enough bitrate the loss shouldn't be noticeable.

This question is about the source video and how it got into your computer... For example, did the video come from a video camera connected via Firewire?
Project Properties (important): I guess the picture has that?
Output format (file, DVD, VCD, SVCD): I am guessing a video copied to my PC?

These questions have to do with your project goals and your file output. For example, are you making an NTSC DVD?, a DivX disc to play on your computer?, uploading an MPEG-4 file to YouTube?, etc.?
