Fly In not smooth with image in overlay track

I am making a DVD for my class reunion and I have placed senior pictures on 4 overlay tracks. The background resembles a page and I have the photos coming in from the sides and top and fade out before another photo replaces it.

My problem is this -- the pictures do not move smoothly into place. They have wavy lines as they move. Has anyone else experienced this? If so, is there a solution.

Are you referring to the preview window or the DVD?

I'm referring to the MPEG file created from the project. Actually, I think the preview looks better than the finished product.
