Upgrading to X2 - need advice for PC

Hi everyone.
I've been a long time user of video studio 9 and I want to upgrage to X2 along with upgrading my computer and video camera to Hi Definition. I have a few questions regarding system requirements etc. not understanding the terminology and would be grateful for any input.
The website posts the following regarding system requirements:
Non-Proxy HDV Editing
Intel Pentium 4 3.0 GHz, AMD Athlon XP 3000+ or higher with Hyper-Threading technology
16X PCI Express?display adapter
My questions are:
#1 - What is non-proxy HD editing? Is there a a difference btw that and "proxy" hd editing? I want to buy a HiDef camcoder and create HiDef DVD's.
#2 - Pentium 4.3GHZ...
I have been shopping for computers on the internet and it seems that any computer under $700 doesn't even come close to 4.3GHZ. when a computer is "duo core" or "quad core" do I add up the MHZ, i.e. 2.2 times 2 for a "duo core computer" for a total of 4.4MHZ?
#3 Is "hyperthreading" built into these new duo and quad core chips? I don't see this listed anywhere in the specs of the computers I've been shopping.
I saw a Computer I liked on the Best Buy website I am pasting the specs below, to make a long story short, will this computer be sufficient to create HiDefinition DVD's with X2? If not could someone reccomend a computer in the $500-$600 range that will work, if any?
