I am discovering so many of the beautiful features of PSP by reading online tutorials for both this and that other graphics tool...
While doing so, I came across a tutorial that explains how to create a quick frame using the crop tool in APE by stretching the border once this image is selected with the crop tool. You can then fill the new blank area with the color of choice. http://tinyurl.com/de3zf2
I tried it last night in PSP and it doesn't function in the same way which tells me there is an even better way to accomplish this same task in PSP.
So the question is...how?

Something like this:

The above was done in PSP X2 (frame and tubes). The actual image is a digital painting of my dog, done in Painter X. With this image I repeated the step of Add Boarder. I selected a different color too. Both colors by the way are selected from the image itself. You can use the eyedropper in the Add Boarder dialog to select colors from your image. I also used the Magic-Wand selection tool, selected the dark blue border area, and applied Noise to it, for a sparkle effect...
- Open your image in PSP
- Press [Shift] + D to create a duplicate for your working image.
- Go to Image>Add Borders, which will open a dialog window:

Use the Sliders or enter a number for the dimensions of your border. If you have the Symmetric box checked, it will apply the same dimensions around all sides of your image. So you need to only adjust one of the sides. You can set the color of your border by clicking on the color block. - After you have set the size of your boarders, and the color, click OK. You will be taken back to your image, which should have your boarder(s) applied.

- I then created a New Raster Layer. Then I just used my Tube tool to apply the characters around the edges.
