FITTING A MOVIE ONTO 1 dvd

Recently i converted an mkv movie into DVD compliant mpeg file using a 3rd party converter. I do not think vs supports this file natively. The resulting size was 4.1 GB.
I then launched VS to author the file whcih showed an mpeg optiization of 100% (after all it was a dvd compliant mpeg file). After choosing and creating menus the output authored DVD file size showed 5.2 GB. HOW?
Is this because VS increased the bitrate?
So, i decrease the bitrate so that the bar showed that the output file (with menu and title overheads) was 4.2 GB (sinfle DVD 5 size)
However, after crating the DD file on my local disc the file size was merely 3.1 GB only (So why should i have had to lower the bitrate anyways). The titiel and menu overheads are surely not more than 300 MB max
How dis this happen? Was it some change from CBR (of original file) to 2 pass VBR (current file) so as to lose the extra padded bits or is this just a shortfasll on part of VS to calculate accurately the size of the outrput authored file??
