Is there anyway in Photoimpact or Paintshop pro to convert a jpg
to a txt or doc file???

I don't think so.
A jpg is an image file. txt is a text file and a doc file is a document file that can contain text and images.

Why are you asking this question?

If you mean "How do I put my picture into a Word Document"
1. Resize it to a suitable size to fit the Word Document.
2. Whilst your image is open in your image editor - "Copy" it - normally via the menu bar across the top of the screen.
3. Open your Word Document and right click where you want the picture to appear and "Paste."

I had a project in mind that I wanted to do and
remember being able to do something like this in the past.

Then sjj1805's answer, reminded me of how the
assistant human resources managers email attactments look
so I stopped by and told him what I wanted to do and he then brings
up Powerpoint and shows me a few templates and its really
what I wanted after all.
