Problem with Overlay

Hello again, and sorry for bombarding the forum with so many questions, I tried figuring it out but I just couldn't understand what was wrong. Basically in VS studio I have an overlay that looks like this:

That's how it is in the project, BUT when I export the project as whatever filetype it looks like this:

I think some setting is keeping it from changing the aspect ratio of the overlay but I can't understand where to change that. :S

right click on the overlay while in the track. You'll be given several options

I don't think you quite understand my problem. I know there are options that I can use to fix this, but I don't know WHICH ones.

I figured out something new that might possibly hint at the problem. When I export the file in an HD format, only then does it distort the overlay, otherwise it shows up how it does in VS. I don't understand why though I've been trying to fix this for 2 days and it's really stressing me out. :/

OKAY! I'm pretty sure I know what the problem is, I just need to know if there is a way to change the project from 4:3 to 16:9 if i have already started it? Or is it that once it is started that is unchangeable?
