I can't get the Suntan to work. I open a jpeg image and try to apply but nothing happens. I click and drag and the brush moves, but the circle stays stationary.
Why won"t this work?

Don't know why it's not working for you. The circle not moving would be PSP updating your image to show the suntan applied. I've noticed that PSP tends to be sluggish when applying some effects, taking some time to update the image to show the effect.
What is the strength setting on your Suntan? You can adjust that in the toolbar located at the top. The higher the number the more the effect is applied.
