Does your HP Pavilion have Vista or XP installed? PI was only made Vista compatible through a patch for PI 12. This does not mean that you can not install and run it on Vista, just that it may not work as expected.
What I've found to work when installing older programs on Vista, is to make Vista seem more like XP. This would include changing the appearance from Vista Aero, to Windows Standard or Classic, and disabling themes. Next right-click on the install file, select Properties. Go to the Compatibility tab and select Windows XP (Service Pack2) for Run this program in compatibility mode for:. On that same tab you can Disable Visual Themes and check the box beside Run this program as an administrator.
