I am trying to set up a separate "video" account with XP pro that just runs the basic apps and services thereby freeing up resources for editing. The problem is that if I run msconfg and customize a lean startup... logging out of the "video"account and logging in to my regular account still keeps the modified settings...is there any way to achieve this without dual boot?

Just setting up a separate user account does not change the actual hardware your operating system automatically starts up. You would need to create a special hardware profile, which would have only those necessary applications start.
