Hi Chrisrobbins:
With a video in the time line, select "Clip" then select " Multi-Trim Video..."
and the Multi-Trim Video window will open.
At the bottom left side of the preview screen is a small up and down slide
bar with what looks like mountains. This slide bar determines how
many frames will be in each segment on the screen. Sliding the bar to the
top will reduce the segments to "1 Frame". So from here as you scroll
through the video it will be 1 frame at a time.
Hope that helps

Just scroll down the screen to the Multi-trim part.

Just above the timeline is a slider with a magnifying glass on either end; with with a minus sign in it and the other with a plus sign. Adjusting this will zoom in/out your timeline, allowing you to zoom in to the frame level.

And I am assuming you have set your File > Preferences > General > Clip Display Mode to 'Thumbnail Only' which will then display frame by frame.

A quick way to adjust the timeline to Frames is right-click on the numbers in the timeline, which produces a menu, and select zoom to 1-Frame. Now each tick or line segment of the timeline represents 1 frame. Also in the Preferences dialog, set the Timeline Display mode to Thumbnail only.
