It's a little difficult to find...
First you must be in the Video and DVD workspace. Then with an image open, click on the DVD Menu Maker Icon. It is a pencil and paper. When the DVD Menu Maker opens, look at the bottom left for the :?: icon. Click on it and the DVD Menu Maker User Guide opens...

I think it is ridiculous to have a user guide so difficult to find.

EDIT...

I done a search on my XP system and found that the actual PDF file is located in the C:\Program Files\Corel\PhotoImpact X3\plugin\MDT folder. It's called DVD Menu Maker.PDF

You could make a desktop shortcut to that file, so that it is easier to find when needed...

Thanks Vidoman:

Thats the part I was missing, putting a image in first.
and then clicking DVD Menu Maker.
No wonder its hard to find!

I followed your suggestion and made a shortcut to the
help file and printed it out too.

By the way, in Vista the file is in the same place.

Thanks again
