3GPP & 3GPP2 formats help?

Seems to be my week for questions, here goes (the last one for a while) I hope:

Can anyone point to any good online resources that better explain 3GPP & 3GPP2 for mobile phone video, i.e. what common 3GPP resolutions mobile phones take and how to set up such video access for users? (There seems to be a variety of methods/resolutions?)

The idea - create a video in VS9 in a format that mobile phone users can either download directly for upload to phone or (preferably) stream from a web site.

My Google-fu seems weak in finding sites with good introductions to the subject!

Well, haven't found out much more save there seem to be two standard video resolutions for 3G video, still not sure how people subscribe to a video cast if they want to.

Did find some free 3gpp encoders though and it seems to work.
