What exactly have you downloaded? Was it the extra content that you get for registering PSP X (English_PSPX_RegXtras.exe)? Have you run the file to extract the contents? By default, the contents are extracted to the correct folders in PSP X's installation directory, and should be available immediately... or you may need to restart PSP to see them.
If the tubes and frames have been extracted from a downloaded file, and are in TUB, PSPTUBE, PFR or PSPFRAME formats and are in the corrrect frame and tube folders in "My PSP Files", again they should already be available, or you may need to restart PSP to see them.
If you go to File > Preferences > File Locations you will see the locations where PSP will look for resource files, and if necessary you can add extra folders here as well.

Unless you change the location when you run the installation file, they will be saved in a folder in the default location of a different version of PSP to the one that you have.
"1_04_Frames Jan 04 Newsletter Frames" will default to installing to C:\Program Files\Jasc Software Inc\Paint Shop Pro 8\Picture Frames, which is the PSP 8 frames folder (the current version in January 2004). It will create that folder if you do not have PSP 8 installed.
You could do one of three things.
1. Reinstall "1_04_Frames Jan 04 Newsletter Frames" and change the installation folder to your My PSP Files\Picture Frames folder
or
2. Move the contents of C:\Program Files\Jasc Software Inc\Paint Shop Pro 8\Picture Frames to your My PSP Files\Picture Frames folder.
or
3. Go to File > Preferences > File Locations > Picture Frames and add C:\Program Files\Jasc Software Inc\Paint Shop Pro 8\Picture Frames to the list of locations there.
The Tubes will be in similar locations - C:\Program Files\Jasc Software Inc\Paint Shop Pro 8\Picture Tubes for instance.
Depending on which resources you installed, you may have things installed in the PSP 9 folder (C:\Program Files\Jasc Software Inc\Paint Shop Pro 9), or maybe the PSP 7 folder as well (C:\Program Files\Jasc Software Inc\Paint Shop Pro 7).
