I have mostly 16:9 source, with a small amount of 4:3. I would like to pan around the 4:3 material in my final. Unfortunately, the pan & zoom filter does not have the project's 16:9 frame. Instead, the frame is of the 4:3 clip, making it impossible to pan around in a 16:9 frame!
I'm used to Vegas' Event Pan/Crop tool, which works absolutely marvelously. Am I just missing something in VideoStudio X2?

If I understand you correctly try these ideas:
1) Put the 4x3 video in the overlay track, expand the handle bars and over shoot the frame (ie static zoom)
2) There is a Video Pan & Zoom in the Effects choices (select Show all effects). I admit I haven't used this much
3) One of the other effects is a Crop effect, apply this to the video and play around with it.

Hi Joe
The 4:3 should show as a smaller video within the 16:9 project having black borders left and right.
That¡¦s assuming your project is set to 16:9
When you apply a pan and zoom you would be limited to the 4:3 area, the area of the clip.
You could distort the 4:3, changing its size to 16:9
Select the clip in the timeline
Select ¡¥attributes tab¡¦
Select ¡¥Distort¡¦
Right click the preview screen and select ¡¥fit to screen¡¦
Right click the preview screen and select ¡¥keep aspect ratio¡¦
You will loose some detail, top and bottom of the frame.
Not sure about the quality when applying pan and zoom on top of distort function, but worth a try.

Thank you so much! Selecting the "Distort clip" checkmark in the filter allowed me to do exactly what I needed. It's kind of a strange name for the function... you'd think it would be called "use the project's aspect as frame" or somesuch.
But, It worked, and I'll render a test to check quality. Thank you again.
