An interesting interlacing issue...

I've created a DVD...it's a test run of a Family Christmas project I'm in the middle of.
In the mix are DV AVI from a camcorder, which strangley enough VSx2 captured with a bit rate at just under 3000kbps through firewire that's not this issue though, I also have DVD video from a recorded TV program of which I am using a snippet of and mostly stills I scanned my self using old family photographs, I scanned at 300dpi.
Some of the video have been converted to lowerfield first using super to match the DV AVI from the camcorder.
The problem I have is wth the stills. I wanted to do something a little different with the still instead of relying sole on the Ken Burns Effect. I Pan and zoom most pictures but with the portrait shaped ones I though I would Pan And Zoom to the right (or left) of the screen and display the still (in it's entirety) to cover some of the black space created by using only one side of the screen...kind of like a picture in picture effect. The overlat still would only cover a third of the screen.
The Problem:
Stills in the overlay track look like they have been cut into thin horizontal strips and put back badly...a typical interlace issue. The same still in the video track being Panned and Zoomed looks perfect...no flickering. The still shoing the interlacing artifacts is keeping still (no pan and zoom) just a fad in and fade out.
Now...the real issue is that this only occurs when viewed on my Samsung 1080p 42inch HD screen getting signals from a Panasonic DVD PVR that upscales to 1080p (not 1080i...it's the reason why I got this PVR)
The DVD looks perfect on my PC monitor, no interlacing issue. The videos used look fine.
I'm going to need to sort this out but I don;t think it's a VS issue as such.
I was thinking of applying a tiny amount of P&Z on the stills in the forground or try two pass conversion when burning.
Any other ideas appreciated...
