Strobe Filter

This also has happened in VS9, VS10+ & now VS proX2.

In a 5 min video, I cut (splice) between 2nd min & 3rd min. Leaving min 1,3,4,& 5 off the time line.

I place the strobe filter on the edited 2 min video which is on the time line. When I edit the strobe filter, the entire 5 mins is on the right window & the 2nd min of video is on the left.

What is going on? I never could get the strobe filter to work properly. The only way it works is with the entire project, rather then one section.

Any suggestions?
