Is there a 3D Text Plugin similar to Ulead COOL 3D?

Again I've never found one, but that doesn't mean one doesn't exist.
One thing to look into is photoshop plugins. As I've been told that some of those do work with Paint Shop Pro as well. So even if not specifically for PSP you might find one that works. I've been looking but they keep pointing me to pages that no longer exist.
There are however plenty of tutorials for creating your own 3D text. But it probably won't be on the same level as Ulead's Cool 3D.
This plugin works in Paint Shop Pro. But it's for shadows not for actual 3D text.

They have some others that might be better for cheap, but not for free.

I'll keep my eye out for anything useful. Otherwise your other option is to use a product like Cool 3D or similar to make the 3D text on a single solid background for easy removal later on in Paint Shop Pro. Which isn't great but it's something.
