Version 10 plus saving a file for playback with Quicktime
What should my settings be so that I can play the file back on a computer that has QT or Windows Media File?

You go to the Share step, and select Create Video File. From that choose whichever one you want to create, WMV, or MOV (which is a Q.T. format).
Any further settings depend on if you're wanting or using Hi-Def source clips, or want to up-res a Standard Def to Hi-Def WMV. I don't believe this is possible with MOV files.
