Problem burning dvd
I have never had the issue that you describe.
If you provide more details about your PC hardware, CPU speed, RAM size, and DVD burner model, this may give others something to go on.
Have you tried to create a Disk Image File ? and then separately burn this?
Have you tried to render you project to another video file (of DVD MPEG2) ?
Have you been able to burn Data DVDs with other software? (to prove you burner is OK)
Carefully list all you DVD Project burning options (including MPEG settings) and post this, maybe someone can pick up a problem?
Hope this give you something to go on.

I would try writing an ISO file instead, and burning that to a blank disk separately. In the last screen of the "Create Disk" process, simply uncheck the actual burning using your DVD burner, and check the ISO file creation.
You can burn the resulting file using Ulead's CD/DVD Image Recorder, Nero, DVD Decrypter, Roxio, or whatever. This would let you rule out UVS as the culprit -- it might be media, how the DVD drive is connected, a weak power supply, or a number of other things.

If you have a program like Nero's InCD loaded, you might also want to consider disabling (or better, removing) it -- the only time I ever had trouble with my burner was corrected immediately I removed InCD, which apparently often conflicts with XP's in-built digital packet writing software and in effect 'takes over' the burner.

After it's not even half-way through, it stops with the following error message: Failed to record data to disc. Error: DVDR-INC-SPTI-2A-02-03-0C-00.

take a look at my post today, 5/2/04 with the subject "VS8 DVD Burn error". I enocuntered a similar error message. Not your SPTI but an ASPI error. I found a Ulead tech Support FAQ that was for the exact error message you got. It provided a link and instructions for a replacement .dll.
Be smart, rename the current .dll so the new download won't replace and eliminate it. This way if the new file doesn't resolve the error, you can always go back.
