Is it possible to see every frame in the timeline so that I can edit frame by frame?

Yes, on the timeline you can adjust the zoom in/zoom out, or, with your cursor on the timeline (where the time increments are) scroll your mouse wheel to change the zoom in/out.

How does one "see" the actual individual frames in the Timeline ? I usually have to go to the Edit Room to see 'em  .

Yes, you must be in Timeline view, not Storyboard. I believe you can only access Timeline view in the Editor, not in the Wizards.
