I do sports videography and photography. At times I need to highlight a particular person in a video clip to identify the athlete during a video clip. Is there a way using MSP-8 (or MSP-7) that I can do this? There is no longer a video paint program.

You could generate a matte or mask, in the shape of an oval, then invert the mask, overlay it on the footage, and increase the transparency so the black area allows the background footage through a little.
For the triangle one, I would just draw a triangle in photoshop or similar app, and save it in a format that allows an alpha channel, making sure the background is transparent. Then import this as an image and move it around with moving path.

I've done something similar by simply taking the letter "O", choosing a font that has a nice round one. I make it a large font and bold, and color it red. I make the background another color, such as green. I then mask out the green. This leaves a nice red circle that I put on an overlay track where I can move it to highlight the player.

I'm more with Troppo on this if you want the rest of the pic in natural colours but darker; you can finely adjust the transparency of the black. Read pp 112 to 120 of your manual.

Moving path
I tried both options you that were suggested, using a matte and a mask and also made a arrow in Photoshop eliminating the background making it transparent. With the overlay of the arrow as an image I can not adjust the path of the arrow. The arrow appears on a layer above the video clip but is not editable to change the size of the location on each frame. How do you "move it around with the moving path" I am somewhat familiar with keyframes and making a path for a pre-defined moving path such as a 2d basic pattern but how do you select the image I just overlayed onto the video clip?

select your image file, and then drag a 2d moving path onto it. Using the controls in the moving path dialog box, adjust your centre to move the arrow around and set it to that position by adding a keyframe. Repeat for each keyframe. As the timeline moves from one key frame to the next, the image will move between the centres you set at each keyframe.
