You can try using the Crop Tool from the main toolbar. It looks kinda like two interlocking "L" shapes with a diagonal line through them.
Choose that then in the Tool Options Palette make sure there's a check in "maintain aspect ratio", no check in "specify print size", select "pixels" on the "units" drop-down and enter "768" and "576" in the "width" and "height" boxes respectively.
You'll see most of your image kinda darken and a bright rectangle appear. The rectangle shows what area will be left when you confirm the crop. You can drag the corners of the rectangle to resize the or drag the middle of the rectangle to move it around.
If you drag the corners, changing the size, the "width" and "height" numbers will change of course, but thats okay. The important thing is that the overall shape of the rectangle is correct, we'll worry about the size afterward.
Once you've got the rectangle exactly where you want it, just click the green-circle-with-a-white-check icon on the Tool Options Palette. Your image get cut down to the right shape.
Lastly, from the menu go to Image -> Resize Image....
Put a check in "Advanced Settings" and another in "Resample Using..." if either of those don't have one already. Make sure "Smart Size" is selected in the "Resample Using" dropdown box.
Enter "768" and "576" into the "width" and "height" boxes under the middle section of the dialog which is labelled "pixel dimensions". Don't worry about the numbers under "print dimensions" - shouldn't be important for what you after.
Click OK and you're done. The image is exactly 768 by 576.
