Thanks. In point of fact, though I did not mention it, when I made my curious AVI hybrid HD WMV template, I *did* use frame based for the reason you give. I did not mention it since I assumed since Cyber Chulo had used the existing HD WMV template as a copy, he would have Frame Based anyway...

I have made many 1280x720P HD-WMV's at 59.940) (60fps) using approx 6000kbs
I suggest giving Vista Movie Maker a try.
When you load a video if WMM6 doesn't display it (blank screen), then goto "Options" and disable the conflicting codecs. WMM6 has to be able to display the video in order to encode it properly.
Windows Movie Maker 6 (with Vista) has a preset 1440x1080 Profile. I'm sure you can find it. Like I said all the instructions are in WMM6 help file.
If using a Quad computer it encodes probably 4 times faster then other programs that access the codec indirectly. It is very fast.
There is a windows encoder profile encoder editor you can download & install. For WMM6 to see these profiles you need to create a sub-directory for your profiles if you want to make custom ones and use them in WMM6 (but they must be compliant for WMM6 to see them) which is confusing.
You can also copy the profiles into the directory that ulead uses to use them.
The thing about WMM6 is it makes very compliant HD-WMV's which can playback on some multi-media players without any problems (external consumer players, which I have one). But it does encode very fast and already has a 1440x1080 custom template included with the program. The template is available in WMM6 whether you have the encoder 9 series installed or don't, it's still there and built into the program.
I had to go into the "Options" of WMM6 and disable many codecs in order for the program to be able to read my HD-Mpeg2 video files. It also depends whether they are in TS or PS format.
I suggest giving it a try and watch how fast it will encode a 1440x1080 mpeg2 video file to HD-WMV 1440x0180 at approx 8000kbs. Windows Media player 11 plays these videos without any problems, including VLC etc..
Many computers (Pentium 4's) may not be able to playback the video when the framerate is doubled, they usually can playback the standard framerates. I've found the WMV' uses less processing power than going with a 1440x1080 AVC/H264 video encoded at 8000kbs, but the H264 video does playback with higher qualityr & smoother on a computer screen..
Fix for Edit Profile - Access Denied in Vista

This was bugging me while I was trying to edit Canon 5D Mark II footage. I used a trial version of Magic Edit Pro 14 and it rendered a nice sharp and good video at downsized to 1280x720 30P WMV. The workflow is not as good as X2 and I've been using it since MSPro 5, so I was trying to find a way to mimic the quality and kept getting Access Denied whenever I tried to edit a profile to match. Then I tried starting VideoStudio up as Administrator and I had no problem editing the profiles.
I guess I need to do more tweaking though because the MEP 14 file is still sharper, has more color information and dynamic range in the image and both are about the same size after rendering.

Your method also does not give high definition -- the fps may seem right, but the frame size is standard definition...
