Sound Editing Problems

There are some MPEG files, which I need to edit and remove a small part of the sound.
And replace it, with same size of sound.
I am at a lost on how to do it, even after reading about it!
This I need to do with MSP7 and VS11.5
Also I would like to keep files in mpeg
Can someone help me please?

Split your audio from video

Working in the audio timeline, make a cut before and after the part you wish to remove, making sure ripple editing is off. Click on the section you have just created and delete.

To add, put the new sound in another audio track, at least as long as the removed section. Shorten the clip by clicking on RH edge and pushing it to the left, until it is shorter than the gap. Push it into the gap, making sure it butts up to the left, then drag the RH edge to the right to fill the gap. Alternatively, if you make the inserted piece longer than the gap, when you push it in place, it will cross-fade left and right, if you want a smoother transition.
